I attempted this also with Karasha Lance/Jum Crossbow a while back, 12 tries to get magical crit, not 1 gave it, gave more physical attributes then magical and i have the screenshots to prove it.
the refining system needs to be reworked badly, for real, this is getting out of hand.

what makes matters worse is you are "forced" to get +15 on every item before you can reroll, that gets you tricked into getting stuck as you've already spent 500 ellun trying to get your items to +15 just to reroll nothing, oops i mean just to waste 3500g for nothing. so you cannot obtain any other item in its place as the game has you stuck. there's nothing to be said about this, its clear that this is a screwed system anyone can see that. if its a means to a gold sink or what not, screwing your players is not a means to achieve this.
