People complain because they're essentially dumping time into something they're not being rewarded for...a chance at getting onto the heroics back (which, as anyone that doesn't have a large guild to assist them with taking down things like Garme honestly need to combat shameless farmers/stealers if they so happen to find the beast on its own).
So, we introduce a small guarantee to satisfy their efforts.
Implementation of a drop "____ Essence/Whatever you want" for your participation in taking down the open world beast. So, collect say 50 for Agnas with more being required for stronger Heroics...(This could even be a new tab in the 'Familiars' achievements instead, which lets you collect a token or something)
...If you tank/deal % amount of damage you acquire a drop/points at the end of tame being grabbed/executed
...Talk to BLAH BLAH NPC that sends you to instanced area
...Puts a stat capped/scaled version of the creature in front of you to kill/tame
..."Wake up from said dream" with your new mount/item drops/or nothing if you suck

Here's a cool mini-quest thing I thought of while typing the stuff above...
So, lets say we DO make a new tab in the 'Familiars' achievements to address this complete with repeatable requirements and an item for the specific creature.
Using item triggers a mini quest called "Thinking of you, _____".
The event will tell you that due to your painstaking efforts, you desire an alcoholic beverage to drink for a quest requirement and so you need to go to an instanced bar that allows you to speak to a bartender to purchase the specific type of drink you need to get drunk and "dream" about the mount you want, putting you into a most desirable scaled 1v1 situation with the mount you want.
Basically,
> collect # of points to get repeatable quest item
> use item to unlock quest
> go to instanced bar
> talk to bartender and purchase item
> use item inside bar teleporting you to solo instance area with scaled version of creature
> when you return bartender kicked you out for getting too drunk and you're outside of instance
