At the moment we dont have any good way to report ackers nor offensive action in game. My suggestion would be to add simple reporting system.
EXAMPLE
Right click player--->Report--->Fill why and what this person has done--->Send

Also i would want you to do something to gold seller bots who spam whisper chat and other chats. Runescape got solution for this. All who mentioned certain websites or something related to gold selling or who used bot to spam same message many thimes would get first muted and then after repeating this many times (2-3 times) would get banned(1-5 days and then permanent/character deleted).
